My warmest congratulations to the learners who have hurdled another year of your academic life. My sincere compliments and felicitations to the school administrators, teachers, parents and all other essential stakeholders who have paved the way to ensure our learners acquire their desired outcomes.

Everyone joins you as you mark this milestone in your life; honed by your commitment to learn, you have borne fruit and will bear greater rewards as you commence another phase of your young and happy life.  We look forward with you as the youth who are adaptive to the eminent and emerging changes and challenges of your different environments and of the world.

The theme of this year’s celebration “Sabay-sabay na Hakbang Tungo sa Maunlad na Kinabukasan,” exemplifies the pronounced, cohesive and collaborative efforts of all stakeholders, parents, faculty and staff, community and the whole Department of Education family in ensuring that you are ready and geared towards achieving greater heights and will have a greater chance to be in the apex of success by providing quality, accessible, relevant and liberating basic education for all.

We are fortunate because even before the implementation of the innovative K to 12 Program, our Province has been working and committed to forge unity among all sectors of the society exposed by the various “bayanihan initiatives” to prepare all provisions for a better and progressive future of the youth of the province.

For our esteemed stakeholders, may you continually share your time, talent and treasure to usher in more innovations for our educational system. Let us all contribute in making our basic education services directing towards the benefit of all our learners.

Change has come and is here to stay. The challenge is on the teaching force and the other DepEd personnel. With the different ingenuities of the Department, may all of us acknowledge the change that is eminent; may we embrace it so that we can adapt to its pressing effects; and may we adopt and craft new initiatives to achieve the vision, mission and values so that we can achieve our goal of producing life-long learners equipped with the correct knowledge, competitive skills and right attitudes.

Graduates and completers, as the great Nelson Mandela states, “Education is the most powerful weapon which you can use to change the world”, as you stream and trail your dreams each day, etch this lesson in your hearts and minds and remember that your country counts on you today, not tomorrow.

May you continue to follow your dreams fueled with faith, passion and perseverance. Mabuhay and congratulations!
